A company where my sister works found out that their manager in the department is stealing money from the company. Now, there is an investigation going on, the rest of them including my sister were transferred to another department that is really not in their line or skills. My sister plans to file a resignation but according to the company, she cannot do that while the investigation is still on the process. Does the company have the right to deny her resignation because of the situation in their department?

What plan or advice can you recommend?

I just learned also last night that each of them have "savings" (deducted every salary) in the company and every February and August of the year the employee can decide whether they want to claim a part of it or let it increase. With the ongoing investigation, the company declared that their savings are on-hold. Isn't that a violation of the company because it's still the money of the employee?

And lastly, in case that my sister files for voluntary resignation, she still have the right to claim all the savings they have in the company, right?

There is something irregular here. I suggest not resigning if the job is still tolerable. However, let not your non-resignation in the company toll your filing of a case against the employer.
