good afternoon atty. my question what are the possible violations of a company imposing a notice of NO WORK, NO PAY policy or illegal lock-out because the company failed to file a notice of lock out before NCMB. After we filed a notice of strike, even we can strike anytime, the workers did not stage an actual strike. yet the management order the NO WORK, NO PAY policy even the workers still want and welling to work. then the management illegally close us, but not all employees, they just selected employees who are allowed to work. our labor dispute still in the NCMB for amicable settlement of our demands for salary wage increase which until now still unresolved in the NCMB level for 3 months already. My another question; If there is a meeting of minds during a plant level negotiations both the management union panelist then later the management Board of trustees denied and reject the said meetings of minds during in negotiation level, because they denied the authority of management panelist to make decesions to agreed during the time of negotations.
