Good morning po~ ask ko lang. Last week my mom and I went to our brgy to seek help abt our neighbor who was constructing a house. She also constructed way pass the property/area she owns and constructed over our right of way (bought not donated) The brgy asked us if the person has a building permit and we learned that she didnt. The construction stopped. By the way, when we went to the brgy, I was the main person who explained our situation, my mom just came with me. That night I've received a call from our brgy captain, asking me if my mom and our neighbor could have a talk at the brgy to fix the conflict. I told our captain that my mom is not knowledgeable about these matters and it would be better if I attend the talk myself. The brgy captain just said "okay". I was a bit confuse by this because I was the one who spoke to them, not my mom.

Then suddenly, a letter came to us summoning my mom to the brgy, with the intention of making our neigbor and my mom to talk. I think to have some kind of agreement.

My questions are...

1.Can my mom ignore the summon? Knowing that it was I who should be summoned since I was the one who brought this matter to the brgy and also since my mom is not knowledgeable enough to handle this kind of talk.

2. Our neighbor started constructing her house without a building permit which made her to build over someone else's property, since her house is near the main road, she even built over the drainage, which is a govt property. (FYI, her area is surrounded by other houses where people esp children could get into accidents since she started building without proper installation of net to protect passing people from falling debris, and without putting any signage to warn people that a construction is on going.)

Is it right that the brgy is letting our neighbor continue her construction without a building permit?
