The NVSU Board of Regents approved a resolution granting NVSU faculty members as designated university officials a monthly incentive in the amount of two thousand five hundred pesos to defray their incidental expenses in the operation of their offices. The Commission on Audit disallowed the incentives and demand the payback of disallowed said incentives. Is it proper and lawful to pay back the incentives which were received in good faith by the said designated university officials? Should NVSU reimburse the amount deducted from their salaries/cash benefits as payback for the disallowed incentives received in good faith to the said officials?
